The lockbox is a consensus-level development reserve, not a privacy pool: 0.1875 ZEC of every block (12% of the subsidy under NU6) accrues to it, and the balance is held out of circulation until Zcash governance defines a disbursement mechanism. It currently holds 54,144 ZEC.
